OK so #15742 is a good help here. With it we can remove the
setupext.py.patch and things install as they are meant too. I am not quite
ready to make and push the two changes needed for this ticket:
* Add pkgconf to matplotlib's dependencies
* Remove the patch
I'll give this a positive review if those things are done by someone else
before me.
