Dang! Your insistence on people not shooting themselves in the foot runs
completely afoul of the set up I am testing. Because I am setting --with-
cblas-include to grab my extra header you check --with-cblas-lib is not
empty but "pkg-config --libs-only-L cblas" is empty because the library is
in a standard location.
Your reasonable assumption that blas is all nicely installed under a
prefix with one include file and one (possibly two) library is falling
apart on my system. It wouldn't be a problem if I didn't try to script it
with pkg-config (or someone didn't completely mess up how openblas is
installed, it may be easier to fix that).
