Comment (by fbissey):

We are going slightly off-topic but that's something that the science
group in Gentoo has studied for a while. Right any cblas/blas/lapack is
installing a .pc file and every ebuild is required to use it. We are
thinking of replacing those by a linker script with a standard name in the
 future.

On another note the current configure script from IML already borrow quite
a bit of logic from ax_blas.m4. If you use something like
 [http://hackage.haskell.org/package/gsl-random-0.2/src/m4/ax_cblas.m4
ax_cblas.m4] you'll have to add -L$SAGE_LOCAL/lib in LDFLAGS and
-I$SAGE_LOCAL/include in CPPFLAGS anyway because it assumes things to be
installed in a standard location system wide.

If you write a comprehensive macro that covers all the cases that's very
good, pass it on and I can tell you I will torture it to death and give
 you the appropriate feedback.
