 however, be quite fancy in `src/doc/en/reference/modules/index.rst`, see
 e.g. the combinat section.

 That's not true, there are significantly more top-level docs than top-
 level sections in `src/sage`, the first one that comes to mind is
 `finite_fields`. I'm taking a look at it right now to see what's going on.
