 However, if memory serves, the FSF says that if you do not specify the
 version of the
 GPL then it is *assumed* to be the latest version (which is at this date
 GPLv3).
 This is not what you want, of course.

 For the internet files, you could have a COPYING file in the same
 directory on the server.
