I stand corrected! There used to be `$SAGE_LOCAL/share/singular/help.cnf`,
but it is gone. The only help.cnf found under $SAGE_ROOT is
upstream/src/latest/Singular/LIB/help.cnf.
So, apparently we don't install it at all!
