New description:

 A lot of work has been done on the patchbot since the latest update in
 #16872.

 In particular, the ascii plugin now looks for unicode only in .py[x]
 missing utf8 declaration, and the patchbot does not look at spkg tickets
 more than once per day.

 There is also an improvement in the system of trust check for code
 authors.

 Here is a new version that always activates the docbuild plugin (unless in
 plugin_only mode)
 so that the tests can pass.

 Vincent, do you confirm that there is a problem with testing the base ?
