New description:
A lot of work has been done on the patchbot since the latest update in
#16872.
In particular, the ascii plugin now looks for unicode only in .py[x]
missing utf8 declaration, and the patchbot does not look at spkg tickets
more than once per day.
There is also an improvement in the system of trust check for code
authors.

ok, I have added the ./configure before the make (but not tested the
resulting patchbot, sorry). I have also removed the grep in the doc
plugins.
@Vincent
patchbot 2.4.9 has been working quite good (I think) on arando (including
testing the base
when necessary). Have you checked your json config for librae (skip_base
in particular) ?
