We currently have

sage: p = R.random_element((-1, 10)); p
-2/3*x^10 + 3/2*x^9 - 1/2*x^8 + 10*x^7 + x^6 + 3/2*x^5 + 1/3*x^4 + 5/2*x^3
- x^2 + 29*x - 1
sage: list(p)
[-1, 29, -1, 5/2, 1/3, 3/2, 1, 10, -1/2, 3/2, -2/3]
}}}
So `list` does go low to high and the current behavior is consistent with
converting to a list.
+1 for supporting negative steps.
