 that makefile is 20+ years old, with minor tweaks only, you know...

 And as I already said, it does not build packages. (Even on GAP4 it is not
 the case). Each package that needs something compiled has its own
 makefile, and one needs to run make in each of the corresponding
 subdirectories in pkg/.
