 My only experience is to provide an optional meataxe package for Sage. It
 does install libmtx.a and meataxe.h and the meataxe binaries. I don't know
 if that's enough for GAP to pick it up. Also note that I currently try to
 upgrade the optional meataxe package to fix some build issues --- see
 #20136.
