It does install libmtx.a and meataxe.h and the meataxe binaries. I don't
know if that's enough for GAP to pick it up. Also note that I currently
try to upgrade the optional meataxe package to fix some build issues ---
see #20136.
they ship meataxe version 2.2.3. How far from this your meataxe is?
In principle, GAP3 meataxe needs executables, that's all.
