Well, I think it is about as close to "all correct" as we can get before
merging it. I am pretty sure that the base code is mostly correct
(although there might be other bugs that show up in corner cases) .Unless
there is a short term plan to make a substantial improvement (like the
idea you mentioned to gather some specialists to work on a SMC project
intensively), I would prefear to merge something that might have bugs (and
solve them later in subsequent tickets), than risking it to bitrot again.
Of course, you might disagree. In that case, feel free to revert to
needs_review.
