Classes `SkewPolynomial_finite_field_dense` and
`SkewPolynomialRing_finite_field` are now accessible at the command line.
I've fixed the documentation for the latter class. I removed MPE, MVP,
Interpolation, _leftpow_, _rightpow_ methods. The first three I am adding
as a new ticket in a short while. The last two because they depend on
"center"-related stuff and that comes in a later ticket.
I'm right now, making as many of the polishing changes as applicable from
the discussions on #13215.
