{{{sage_fortran}}} should always be the right Fortran. The
{{{SAGE_FORTRAN}}} variable is (only) used by the fortran spkg to setup
the {{{sage_fortran}}} script correctly. Incidentally, #7485 improves this
a lot and would have avoided the problem entirely for me.
