I'd say making direct dependencies explicit is not a bad idea. In
addition, as said above, I'd prefer differentiating between tools/packages
etc. needed during build and those that are necessary for later operation,
at least e.g. for Python.
Of course this could be subdivided further, but does not yet make many
sense.
(All standard packages currently depend on {{{$BASE}}} rather than a set
of the actually required things; this is also not very informative, but I
wouldn't change that at the moment.)
