 I changed the `cdd_both_reps.c` (whose binary the
 `sage.geometry.polyhedra` uses) to make the computation of adjacency data
 optional. I also added more checks to the `spkg-check`. The upstream
 package comes with tons of more checks, but lots of them are
 computationally expensive (i.e. take many hours). Some crash the vanilla
 upstream binaries, for example `allzero.ine`.

 To use the new spkg you need the patch to the polyhedra code, see below.
