I'm also stuck because the new version of numpy from #9808 doesn't really
build successfully on fulvia, so I can't test whether the new numpy fixes
the problem. One suggestion at #9808 was that lapack and/or ATLAS are
broken on fulvia, which may be causing the problems with the new numpy
build. I suppose it might also cause the problem on this ticket, from
what you're saying.
