I note someone added a work issues ''report upstream (numpy)''. Is that
still appropiate? Has that been done?

is the place to do it if this is an upstream bug. I've just created a bug
report there myself http://projects.scipy.org/numpy/ticket/1625 for the
Numpy issue at #9808.
