Don't know if I mentioned this earlier, but in the ECL spkg user-specified
`CFLAGS` (and `CXXFLAGS`) still get overridden even if `SAGE_DEBUG` is
'''not''' "yes".
Are `CXX` and `CXXFLAGS` used by ECL at all? I don't think so.
