`SAGE_LOCAL/{include,lib}`; then PIL should find them as well.
P.S.: PIL 1.1.7 adds a `find_include_file()` function, but still won't
find a library in `/usr/lib64`, so I think we should fix that, not sure if
on this ticket though.
