I would expect it to work from an upgrade path like the one I provided, or
like the ones provided by release managers for alpha releases. But if I
try to download from a URL like
"http://boxen.math.washington.edu/sage/spkg/../COPYING.txt";, the file is
not found. I think the same would be true of VERSION.txt: I don't think
the top-level directory is available on the official Sage mirrors.
