Well, I think `Makefile` never gets run during an upgrade, so while it
doesn't get upgraded, that doesn't affect the upgrade process. I suppose
if someone ran "sage -upgrade ..." and then did "make clean" and "make",
it would use the old version of `Makefile` (or `makefile`), but the spkgs
should be up to date. (This is yet another reason to work on getting
#9433 merged...)
