I don't think there is anything in the repository which should require a
new version of Mercurial. According to
[http://mercurial.selenic.com/wiki/RequiresFile this page from the
Mercurial wiki], if you create a repo with a newer version and then try to
access it with an older version, you can see this message. So I don't
think it's anything specific about the root repo.
I'll try to look into the root-spkg-install file issue.
