About the `dotencode` requirement: the change in the shell script indeed
"fixes" the actual root repository. However, the created `sage-root` spkg
still has a mercurial repository which requires `dotencode` (so, after
sdist and make, you need a new version of `hg`). Since none of the other
spkgs have this behaviour, I think this still needs work.
