Scipy 0.9 was released a few days ago. We should upgrade. There was at
least one person that was having problems with the scipy in Sage, and the
fix is in 0.9.
While we're at it, it would also be cool to make the scipy package support
SAGE_SPKG_INSTALL_DOCS (see #10823)
