Either here or on a followup ticket, the environment variables should be
documented in the Sage installation guide. See
[http://www.sagemath.org/doc/installation/source.html#environment-
variables], in particular. Since `SAGE_ATLAS_LIB` now has a different
usage, this especially needs to be documented. Is this lack of backwards
compatibility okay, by the way? For someone like me, if we don't realize
that the variable has been changed, then the time to build Sage on
t2.math.washington.edu will go from 4 hours to 15, or something like that.
(This might also explain the situation with hawk: perhaps `SAGE_ATLAS_LIB`
is set to the parent directory of .../lib.)
