1. Dumb question: Isn't this patch going to make it so every time one
installs the mercurial spkg,

git = true
}}}
gets appended to $TARGET/.hg/hgrc? If one upgrades, hence install
mercurial multiple times, this seems very bad.
2. Same remark about $SAGE_LOCAL/etc/mercurial/hgrc.
