 I want to point out that the patch spkg is a prerequisite of almost every
 other spkg, so practically, anything in its spkg-install script will
 happen very early in the installation procedure.  I think that if we are
 requiring "patch" to be installed on cygwin, then it should be mentioned
 in the Cygwin section of the installation guide (#11237).
