I attached a very simple patch to #11513. Now we can write the check for
zero as:

def is_zero(z):
if isinstance(z, Expression):
return z._is_numerically_zero()
else:
return not z
}}}
It would be nice if we could simplify this further, but I need to go and
do other things now. :)
