eclib has changed a lot since the last upgrade, mostly in parts which do
not affect Sage much, but there are exceptions, for example the handling
of bounds in saturation for elliptic curves over Q (see #10840).
After installing it (and before "sage -b") apply the patch also.

Comment:
I made a new patch version (p1) of the spkg after changing all the
Makefiles (uploaded upstream too) as follows:
1. Every /bin/rm changed to plain rm
2. Every chmod considered, and either deleted or made more specific
(so there are still some chmod *.h but none just chmod *). This should
deal with the race problem.
I have not made any changes to ld commands or options. When someone has
worked out what needs doing, please don't patch the current src within the
spkg but rather tell me what the changes are so that I can carry them out
"upstream" on the *official release* version of eclib at
http://code.google.com/p/eclib/
