New description:

 eclib has changed a lot since the last upgrade, mostly in parts which do
 not affect Sage much, but there are exceptions, for example the handling
 of bounds in saturation for elliptic curves over Q (see #10840).

 After installing it (and before "sage -b") apply the patch also.

Comment:

 The p2 spkg has the --as-needed flag deleted.  If this one builds on the
 systems where it failed before this deserves a postive review.
