In the mean time, I posted a work-around for PARI at #12638.

Sure, it will, but I don't think "build time" really matters.
I much prefer run-time performance than build-time performance (if you
really want the latter, compile everything with `-O0`). And one would
expect run-time performance to be better with more recent GCC versions
(although it will change by at most a few percent).
