spkg doesn't require network access. So either we should bundle Twisted
12, or we should set a strict version dependency on twisted in setup.py,
rather than an "at least" version dependency.
After looking at how the SPKG is produced, I think if Jason just produces
the spkg again from exactly the same sagenb code it will now contain a
copy of Twisted 12. So maybe the solution is to just have Jason produce
the SPKG again.
