You're right that if I made a new spkg, as things are arranged now, we'd
get Twisted 12.0. The version that is currently up at #11080 should
contain 11.something (11.1?), and we specifically install it with a switch
to easy_install that says not to download things from the net.
It sounds like you figured out why 12.0 was being downloaded. Is this
issue of accidentally getting 12.0 resolved now?
