The problem with using `make` is that I want to be able to run `sage
--docbuild all html`, and I don't think that running this should call
`make`. The fix I mentioned above for interrupts (adding a timeout)
doesn't make use of the sage.parallel module, just plain Python, by the
way. So we should be able to do this for building all of the documents in
parallel.
