This has a high probability of leading to the situation where #11080 gets
merged but nobody looks after #12229. Then sage-5.2 (or whichever version)
cannot be released. Whenever there is a group of tickets which must be
released together (even if they don't strictly depend on eachother), I
prefer to wait until all of them have positive review.
