 As I explained previously, thats not true. We have to change things to
 make them better. But we can't un-link the static linkage that has
 happened previously, so when you upgrade from an existing spkg you
 potentially keep the old code. And there is nothing a new atlas spkg can
 do about this. If you want to be sure that you don't have cruft statically
 linked you'll have to do a clean install. This is precisely why it was a
 bad idea to install static libraries previously.
