I think the better solution would be to use the libtool build system the
latest version of NTL propose.
Anyway, I found it quite strange that csage.dll wants a file called
libntl.dll although only a file called libntl.dll.a was available at link
time.
Maybe there is a kind of DT_SONAME hidden in the NTL shared library.
