Proof of concept spkg available at
http://perso.telecom-paristech.fr/~flori/sage/ntl-5.5.2.p0.spkg
The regenerated patches need to be split.
I've removed quite all biuld hacks to only use the NTL build system.
This seems ok on Linux, I'll check Cygwin now.
