Alwyn I can sense the frustration. However waiting for the Government is not an answer, that can be parallel. Maybe farmers can get together and check out Israel, they have done a lot to transform the barren waste lands into very productive lands. The countries around them continue to be barren. They have no doubt invested but they get the returns and surely with better yields, more crops throughout the year and mechanisation (tools and green houses) farming will be more profitable. I believe farmers have already started thinking this way.
The starting point is like minded farmers who wish to do better get together and find out the latest technologies and implement them immediately. The alternative is grow building like a lot have already done. This is my suggestion, i do not have a farm and have not tilled land so someone can say it is easy for him to suggest.
