All accidents that take place on the chogm road is not because someone is not wearing a helmet but due to other factors. Local tourists come to Goa and hire a motor bike and zoom on ththe road. Police do not check whether they have a licence or not. They will not try to stop these monsters and check if they are drunk or driving recklessly. Poor Barsen and Frank lost their lives when they were just on the road.
