The CM should be aware that we don't want to read the full project report 
(because as he says it is too thick for us to read) but at least we have the 
right to have a summarized process description and general process schematic. 
He may be thinking that unlike himself, we are all illerates or school going 
kids.

There is also the Right to Information act (RTI). Cannot something be done here.
Also there is a need of a tender to be floated by any government party when a 
project costs exceeds a certain amount (I think >Rs. 5 crores).

We had high regard for this CM prior before the previous elections, and gave 
him our support to get rid of corrupt politicians and those behaving like 
dictators. But now we don't know what to think of him.

  Dear Saligaoncars,

  This is with reference to the meeting that Brig. Ian da Costa and Dean had 
with the CM this morning. We tried to impress upon the CM that the villagers 
are opposed to the plant and that if he wants it he should set it up elsewhere. 
Besides we explained that we have no idea on the nature of the plant as no 
project report has reached us and given the history of garbage in Goa the 
villagers do not want to take the risk of having this plant virtually on their 
heads. To this the CM replied as follows, that he does not care about any 
opposition and he wants the plant in Saligao / Calangute plateau as there is 
already a dump existing there. This is regardless of the other site in 
Colvale/Camurlim which his own house committee has identified along with top 
scientists in India. He further stated that there was no point giving the 
people a project report as it was too thick, technical and extensive and the 
people would not be able to understand it anyway. He mentioned that all people 
who are creating problems and objecting to his plant should meet him at a 
mutually agreed date and time during the Ganesh Chaturthi holidays and he will 
explain the benefits of the plant where there is no pollution or smell even 2 
metres away from the plant and it is assured that no effluents will come out of 
the plant as well.

  When asked about the implementation of the High Court order on the treatment 
of the dump on the plateau he says he does not care about any High Court or 
Supreme Court order as many times they produce rot anyway. Dear friends we both 
left the room quite shocked at the behaviour of our CM and the callousness he 
showed towards his own people and the courts. It’s time we join hands and come 
out strongly against this high handedness and disregard for us and the 
environment. We are sending the resolution we adopted at the Emergency Extra 
Ordinary General Body Meeting to him and the Chief Secretary and other 
authorities in line by hand /post. We feel that we should file a contempt of 
court petition for non implementation of the High Court Orders on Writ Petition 
No. 28/2003 which was explained to Gaunkars during the EEOGBM held on Sunday 
the 1st September 2013.
