Looks like the Chief Minister got his cut. He is too smooth!

Dear Saligaokaram,

We agree with Joaquim and go on to appeal even to our MLA, Dilip Parulekar, our
Sarpanch, Eknath Oraskar and others they may plan to take along, to boycott the
trip to Germany, in solidarity with their villagers, for the following reasons:

i.  Our Chief Minister, Manohar Parrikar has already seen and chosen the
Garbage Treatment Plant (GTP).  As an IIT graduate, he is an experienced
technocrat, and would know better than any of the 4 people that Saligao could
send.  So why duplicate his efforts?

ii.  Instead of the proposed 18 people going, a fraction of that expense could
be used to get 1 expert down from Germany with all the equipment needed to
explain the technology to us here in Goa.  Using audio-visuals, models and
samples, the expert would do a much better job of telling us about the GTP,
than all the 18 combined.  These would only waste precious tax payers money for
a needless, expensive holiday.

iii.  The money saved by the Saligao foursome, could be used to implement the
excellent 'Clean Saligao' Waste Management Scheme that Eknath and the Waste
Management Committee have painstakenly designed.  This would minimise Saligao's
need for the GTP...guaranteed!

iv.  The offer of a trip to see the GTP in Germany, seems more like a
gift-wrapped bribe to induce the 4 to approve the plant, on their return.

v.  If he CM has already decided that he is going ahead with the plant, why
send anybody at all?  Anyone offered this unethical inducement, should strongly
turn it down, at least out of self-respect, if no moral grounds can be found.

We hope that all our MLAs and other elected representatives in the Communidade
and Panchayat who comprise the entire contingent of 18, will resist this clever
temptation, save precious public money and in the bargain, gain plenty of
respect from their voters and villagers.

Warm regards and solidarity.

>This is with reference to the meeting
that Brig. Ian da Costa and Dean had with the CM this morning. We
tried to impress upon the CM that the villagers are opposed to the
plant and that if he wants it he should set it up elsewhere. Besides
we explained that we have no idea on the nature of the plant as no
project report has reached us and given the history of garbage in Goa
the villagers do not want to take the risk of having this plant
virtually on their heads. To this the CM replied as follows, that he
does not care about any opposition and he wants the plant in Saligao
/ Calangute plateau as there is already a dump existing there. This
is regardless of the other site in Colvale/Camurlim which his own
house committee has identified along with top scientists in India. He
further stated that there was no point giving the people a project
report as it was too thick, technical and extensive and the people
would not be able to understand it anyway. He mentioned that all
people who are creating problems and objecting to his plant should
meet him at a mutually agreed date and time during the Ganesh
Chaturthi holidays and he will explain the benefits of the plant
where there is no pollution or smell even 2 metres away from the
plant and it is assured that no effluents will come out of the plant
as well.
>
>When asked about the implementation of the High Court
order on the treatment of the dump on the plateau he says he does not
care about any High Court or Supreme Court order as many times they
produce rot anyway. Dear friends we both left the room quite shocked
at the behaviour of our CM and the callousness he showed towards his
own people and the courts. It’s time we join hands and come out
strongly against this high handedness and disregard for us and the
environment. We are sending the resolution we adopted at the
Emergency Extra Ordinary General Body Meeting to him and the Chief
Secretary and other authorities in line by hand /post. We feel that
we should file a contempt of court petition for non implementation of
the High Court Orders on Writ Petition No. 28/2003 which was
explained to Gaunkars during the EEOGBM held on Sunday the 1st September 2013.
