Dear Chris
I would tend to agree with Terrance & Dilip. The implication in the
previous mails that ALL foreigners could be a problem and _we_ _normal
citizen_s have to verify who they are before we can be comfortable with
them is nothing short of damaging to many like Terrance who have made
saligao their home while already following prevailing rules / laws.
kind regards
Ashley

It seems what everyone has forgotten is the law of the land. All
foreigners are required to sign a form on entering India that
basically requires that they report their presence to the nearest
police station if they will be staying in that place for more than 2
weeks I believe. Also when moving to a new location, foreigners are
required to report their presence to the police station at their new
location. That this basic law is not adhered too, by most foreigners
in India and that enforcement is lax is why we are at this problem.
I'm sure foreigners like me with nothing to fear or hide would not
have a problem adhering to this Indian and Goan law.

It was an appalling post and deeply embarrassing too. I did reply to
it immediately, branding it xenophobic and unacceptable.
Many Goans are however still quite racist in many ways. This stems
partly from a lack of education - 'equality and diversity training'
is not really on the agenda - and partly from an ingrained false sense
of superiority that needs to be challenged and confronted.
I believe an apology from MnM is wholly appropriate, and it would
form a good starting point for advancing progressive views wrt our
attitudes to all 'foreigners', be they from Kerala or Nigeria or Russia.

Subject: [SALIGAONET] Re: Nigerians & Other Illegal Foreign Nationals
In Saligao: Some Suggestions...
As a lawfully present foreigner privileged to stay in this beautiful
village for some period and grateful for the experience, let me add my
tuppence worth to this debate.
I agree wholeheartedly with the comment by "M & M" that the issue of
the riot at Porvorim on 31 October should not be broadened out into
other issues:
/"No. The problem in this riot is not narcotics. Let us not mix
issues, please."/
Indeed. The issue is a riot. Not the presence of foreigners, drugs,
alleged sexual offences etc that "M & M" have also (and rather
inconsistently) raised. These issues may also require attention. I
have no idea. But the issue at hand is a riot.
Speaking as a foreigner and guest in this beautiful state, I can only
say that if I were lucky enough to have been born Goan, there are two
questions that I would now be asking, and neither of them involve race
or nationality:
1. Why on earth did my brave constabulary not act sooner to put an end
to the riot and the horror of a dead and mutilated corpse being
dragged onto the road in the heat of the day? And what is to be done
about this?
2. When and where are the perpetrators of the riot to be tried and
appropriate punishment to be delivered?
All the rest is a case of /"mix (ing) issues"/, as "M & M" so clearly
point out.
As for the denial of racism in the former email from this couple, I
guess it's not racism if one doesn't identify Nigerians in particular
as the object of one's sweeping demands that all foreigners resident
in the village be investigated including by one's neighbours. But
there are other words for such a proposal and the attitude of mind
from which it derives and they are words that are equally as unpleasant.
I would have thought that the incident at Porvorim would cause all
people of goodwill to come together in "/solidarity/". Not start
falling apart and demanding actions against innocent groups of other
people holding nothing but goodwill towards the village and the state.
Kind regards
Terence Hayden

20 years ago, we had a counted, 11 foreign nationalities living in
Saligao, some of them indulging in various nefarious activities,
from drug peddling to paedophilia.
Yes, we do have Nigerians in the village at the moment. And yes,
some of them were arrested in drug related cases in Saligao, some
time back:

See here on YouTube what initially just 10, then 50, later a 100
of them did to Goa, on 31 October: http://www.youtube.com/

In view of this total take-over and paralysis that these 10-odd
Nigerians were allowed to inflict on Goa, bringing the NH-17 to a
grinding halt, with our mighty, armed police force reduced to
helpless bystanders, we now strongly suggest the following:
/*
- that, leading from the front, our MLA Dilip Parulekar, Sarpanch
Eknath Oraskar and each Panch member, _along with the rest of us
villagers,_ get personally involved in tracking down unregistered
foreign nationals staying in Saligao, without being registered
with the Foreign Registration Office of the Goa Police in Panjim
and the local Calangute Police Station.
- that every Panch member have a list of all foreign nationals
living in their wards and submit the same to the Calangute Police
for investigation.
*/
/*- that the Panchayat keeps an official register of every foreign
national in Saligao, their visa and passport details and the
length of their legal stay in the village (if we had one, we could
have given the list to the govt. to assist in this investigation).
*/
/*
*/
/*- that all unregistered foreign nationals in Saligao be given a
time frame to register themselves, failing which the Panchayat
with the local police should evict them from the village and
deliver them into the custody of the Home ministry.
- that all foreign nationals, staying illegally in Saligao -
without proper visas and passports - be deported immediately.
- that each Saligaokar, sees it as her / his obligation to report
the entry of any foreign national into their vicinity, who is not
an established, legal resident, whom they know personally.
- that the Panchayat makes it mandatory for every villager to
report the presence of any foreign national who rents out their
premises.
- that all businesses, especially builders and contractors, as
well as local residents, desist from employing illegal immigrants,
like Bangla Desh, African and other nationals, who reside here
against the law.
*/
/*- that Sarpanch Eknath immediately calls for a meeting and
constitutes a 'Vigilance & Security' sub-committee of the
Panchayat...*//*/*Ekna*//*th, please!*/ We do not know when
Saligao can have a repeat of 31/10 at our own main crossroads near
the govt. school!! *//* We
*/
In the spirit of Diwali, let us purge Goa of the Narkasuras of
drugs, male and female, prostitution, paedophilia, gambling and
other nefarious activities that have grown into monsters devouring
our coastal belt, while they reside in interior villages like
Saligao...and are begining to rear their hideous heads here too!
Warm regards, solidarity and a Happy Diwali...imagine a village
full of 'diye' to burn up all those terrifying Narkasuras!
