Fred, it's an easy distinction between congratulations and politics. There is nothing political in congratulating a PM and wishing him well. It is the right thing to do, and I am sure that if you visit similar village websites throughout India you will find well-meaning ppl posting congratulatory messages in all sorts of languages, Portuguese probably excluded. Isn't it the kind of posting we'd see here on this site were a new bishop/nun/ bell ringer/exorcist to be appointed in Mapusa or or Rome? All that aside, I repeat my congratulations on a magnificent victory in a humungous election that has shown India, worldwide, to be a great and civilised country.
