your question is a dangerous loaded one :-)
* one has to be a resident to obtain a ration card. NRI's are not
entitled to ration cards
* to obtain a ration card - you need to be a resident.

gives more acurate info - though the procedures are a bit simpler
for goa.

You can say/type that again, Ashley! - quite a few "revisions" or
so it seems ... I hurried to get the Adhaar Card processed in
January this year to facilitate my gas cylinders quota, but that

Well Ashley, perhaps this is the case now. 30 years ago .........?????
Peter, our grouch seems to be the same. I have not bothered to
check whether my name is still on/in the voting list as I have
voted just once .... on turning 21...huh! Presumably, the Adhaar
Card will get me onto this particular list in the future. & if,
as you say, Ashley, it is that easy to get the ration card
"restored", then I will look into it the next time I am in Goa,
OR on a second thought, perhaps when I settle down for good in Goa
in the near future.... after all, why waste time, energy & money
again???!!!
So virtually I have become a non-Goan good one Peter, I
like!...join the club so to say... and non-Goans are freely
being issued ration cards and their names appear on the voting
list in Goa. Aha!

But somewhere along the line, we have lost our place in Goa - one
example, my ration card was cancelled because I left Goa to work
abroad years ago, but I have not taken any other Nationality - I
am still Indian, born in Saligao & have my Indian passport & visit
Goa every year since family is based in Saligao. Ration Card is
issued to all who make their "home" in Goa. Stranger still,
till a few years ago, without a ration card I could not do many
things like booking a vehicle etc. Was this fair, that I was left
without my own means of transport during the weeks or months I
spent in Goa? Luckily the PAN Card & Adhaar Card takes care of
this now. Perhaps due to such things, our grouch about Goans &
non-Goans? It is felt that "they" have the better bet!
