Let me add that if an Indian, takes another nationality and decides to sell
his home in India (Goa) he needs to have a PIO card to sell. How many who
have become citizens in other countries who have sold their land have
followed this rule.
Because they are citizens of other countries they owe allegiance to that
country and ask as you have pointed out rightly money in that country and
so the only way it can be done is hawala, hawala is the same route used by
drug dealers, arms traders and terrorist. Do these people realise what the
are doing for a few bucks to escape tax.

Maybe using RTI in Saligao if even a few houses sold are investigated,
other will think twice.
