My name is Salvador Cordeiro from Mollembhat. In the village I am known by
the pet name of Saluzin and I am not sure if you know me. I am the
neighbour of Mafalda, Late Kashian's daughter.
I too have suffered very badly at the hands of Lucas and did not expect such
a treatment from a person who grew up with me and knows me from birth. Even
Jack, the present Sarpanch one day sided with Lucas and requested some lakhs
to sort out the problems which was created for me by the village people.
Last year in August before leaving Goa I had submitted my application for
succession deed and I doubt if it is approved due to Lucas sister sitting in
the chair and he supporting her. I cannot illustrate the whole story as to
what transpired in e-mail. I will be in Goa next month when I can meet you

Here is a brief outline of the problem I have faced. Some time in 1992 my
neighbour Lizzie sold her house to Napoleon and went to stay in home for the
aged. The same year Napoleon visited my place in Dubai but did not mention
to me that both the houses were under one survey and one sale deed. He
however mentioned to me, now that my parents are old why don't I come down
when he is in Goa and he will help me transfer the house in my name. This
led me to believe some thing was fishy and when I went to Goa, I immediately
obtained Form I XIV whch was in the name of Napoleon, his wife and my
mother. In 1994 I made a case against Napoleon and his wife and filed an
appplication in the Collector's Office for a separation. In in the mean
time Napleon bought a property near the Chapel, built a house and moved out
and gave the power of attorney to Lucas so that he could fight the case.
Since my house was in a very bad shape and water was seeping from the
ground, in 1995 with Epol's permission who was the Sarpanch then and Lucas
also being present I renovated my house in 1996 and separated the wall. At
that time Lucas asked me to leave space of about one meter both in front and
back and that he would arrange the separation. He kept me lingering every
year just not coming forward to help and giving silly excuses and years
passed by without any solution. In the mean time he was looking for a buyer
for the house and at the same time attending the court case through his
lawyer Anthony Braganza. Finally, Lucas sold the house to a gold smith who
also turned out to be a crook. I explained to the gold smith not to pay the
full amount to Lucas as there was a dispute and the case was still ongoing.
He promised to listen to me and also informed me that we can both mutually
agree and settle this problem. Lucas even approached the gold smith to give
him the power of attorney so that he could continue fighting the case which
he refused. Now almost four+ years have passed since the gold smith has
bought the house but still have not come forward to compromise after
approaching him so many times and both our lawyers meeting and agreeing to
the same. The gold smith is now playing traunt saying that he has paid the
full amount to Lucas and he has paid Rs. 65,000 more for my property which I
should pay back to him before the compromise. I have refused and informed
him that this is his problem and needs to be settled between him to Lucas.
In the mean time, the gold smith has also renovated the house and uses the
place I have left on Lucas request to park his car. Can some one advise me
when there is a dispute between our two houses, can he amend the Form I XIV
and also go ahead and do modification to his house? What is the best
solution to get the separation done without the involvement of Lucas or 3rd
party.
Last year my lawyer, Satardekar withdrew the case without any settlement or
reason and now I am back to square one. I plan to be in Goa from 22nd July
through 15th August and would appreciate any one who could come forward and
give me advice and help me settle this long outstanding issue which is
creating a lot of tension for the family and myself. Also, I would
appreciate if some one who knows the gold smith very well speak to him and
request him to mutually agree and compromise.

Dear Saligao Netters
With the entry of the new Panch members into the Panchayat, illegal
constructions have started full swing again. The complaints that I have
filed have not been addressed by the Panchayat and attempts made to
regularize the construction by falsifying information and "Jacking"
procedures.
Under provisions of the Village Panchayat act, Panchayat members
supporting illegal constructions and falsifying information are liable to
be penalized and removed from office also debarring them from future
elections. This is a great opportunity to document the constructions
bring it to the notice of the authorities and remove these crooks once and
for all. Those willing to help out in this please provide information on
nature of illegal constructions, survey numbers persons involved
We cannot afford to allow this goonda rule to continue. The classic case
of the illegal eye sore of a construction of Arjun Harmalkar at the
Salmona Spring with the backing of an ex-panch member must never happen
again and such people in the village need to be black-listed, so people do
not give them work, sell them properties or buy their goods / products.
