I agree with Dilip/Joe. Building small-time entrepreneurship (hoping it grows one day) is also a need for Saligao.So is an efficient transport, to allow people to tap their potential better. Likewise, better communication (only a tiny segment are taking advantage of the information highway and broadband reaching the village). Above all, we need to invest in our human resources. An institution to train school drop-outs in technical skills might be very, very welcome. Agriculture knowledge might also help to make the village more productive, without depleting its soils with the overuse of chemical fertilizers. And rainwater harvesting could help everyone. While I'm at it, I should comment on Saligao's needs. I would add 'inward investment' to the list. Saligao needs more small businesses and more jobs for her youth. The methods that can be used to attract inward investment are well-known, as are the rules for environmentally-friendly growth and development.
